There are many definitions for hazard but the most common definition when talking about workplace health and safety is:
A hazard is any source of potential damage, harm or adverse health effects on something or someone.
What is a mandatory sign?
A "mandatory sign" means a sign prescribing behavior. These signs are required to be blue. A mandatory sign shall show only what action is required. Mandatory signs generally use a white safety symbol on a blue background.These signs are a must do.
What does a prohibited sign mean?

The signal word "DANGER" is to be limited to the most extreme situations. DANGER [signs] should not be used for property damage hazards unless personal injury risk appropriate to these levels is also involved.Warning: Indicate[s] a hazardous situation which, if not avoided, could result in death or serious injury
